Well it's not like the tourism of France has ever declined or anything,of course strikes would hurt tourism,but in long terms,what an country has to offer triumphs occasional instability,the location also plays a big part.France is still BY FAR the superpower in terms of tourism,it attracts most tourists from all over the world since like day 1,I don't think their strikes have ever affected anything significant.
However,Japan,while also has a lot to offer,has never been a great power in tourism,which is kind of confusing to me tbqh.

If I were Japanese,I'd be concerned about the earthquakes as well,but generally speaking,in most other countries,there are FAR WORSE stuff to deal with than natural disasters.So Japan is still pretty damn good imo.

Because there are a lot of pressure and expectations in Japanese society.
France is much slower than Japan in pace. Japanese also work long hours and bosses are mean.

Or because Japan is prone to serious earthquakes and tsunamis.

Older generations of powers are often racist, the legacy of colonial past. Japan in particular, had a very bad record of treating other people in the Second World War, and hate the Allies for winning the war.

Many non-Japanese people also think Japanese pornography is quite crazy.

The only category where I prefer France is cost. Every other area, I prefer Japan.

Japan - beautiful, clean, a nightlife that never gets boring, courteous and friendly people. Bonus points: don't have to deal with any anti-American snickering. Extra bonus points: approximation to other Asian countries.

If safety, it would be 100% Japan. Very safe mostly.
A good place to live for a short time.
Besides that, politically Japans going too far, and also i lived
In Japan for 1 1/2 year, so i would choose France

living: Japan living standard is slightly higher than France.

Nightlife: France, Japan's nightlife could be kind of boring

Culture and history: Both

Restaurants/Food: Both, French food is tasty while Japanese food is so refreshing.

Tourist sites: Both

Economy and career opportunities: Primary education, Japan. Higher education, France.

Global influence/importance: Both

Urban and natural scenery:Both

Cleanliness: Japan, Japanese people are extremely clean to the point of being a bit obsessive.

Entertainment/Recreation: Japan

Cost of living: France
