I can see the Texas and Australia comparison. Similar weather and similar cultures to some degree and neither speak understandable English

As far as Washington goes, this would only be true of Western Washington. The eastern part of that state is basically desert and semi desert. To the best of my knowledge, Norway doesn't have any of that.

Spain does have mountains

Spains northwest coast has a lot similarities (Climate,Geography) to the northwestern coast of California, aswell
I'ts true that Spain doesn't really have a desert like California. But they atleast have a semi-desert.
