Non-descript office and commercial buildings made with cheap materials and in questionable states of repair (or disrepair), with large advertising signs on the roof. Right up against the edge of an elevated highway with crumbling sections.

Acajack can chime in with his own impressions, but yes they are terrible. The only roads that rival the shi*tiness of Quebec's are the roads in Massachusetts. Which is one of the many ways Boston and Montreal always remind me of each other

Yes, they are quite bad. Although in the past 5 years they've done a major rebuild of the provincial highway network including the main autoroutes, which are now in pretty good shape I must say.
Municipal roads tend to be quite bad. This is especially true in Montreal and most of the larger cities. Some affluent suburbs and smaller towns will tend to have better roads though.

My last visit to Montreal was last year and I noticed that they were bad but not quite as bad as usual. What you described though really mirrors Massachusetts. Some seem to get fixed in decent time and others are in just downright deplorable shape.
Admittedly though I haven't spent much time in Quebec outside of Montreal and QC.
