I would say the most anti-American nation in the west is the United States of America.
I've seen enough of their news to know that one half passionately hate the other half and criticize them at all ends. Democrat. Republican. It doesn't matter.
And since the parties are roughly equal in size, that equates to half the populace of the country being angry and disliking a near majority of Americans as well as being critical of them and their policies.
You hit the nail right on the head. And no one in the U.S., no matter who they are, who they blame or who they hate, is anything but grumpy at best. My fellow Americans strike me as a chronically unhappy nation now. I think that is why they delight in entertaining the idea that everyone else hates them, because it is only in their angry defensiveness that they feel good about themselves.
What a sad change in U.S. society in the past thirty years.
While true for some, I think that when your country is getting picked apart by people from around the globe on a constant basis, at a certain point, you can't help but feel like they are attacks against the population. Especially, when most critiques come in the form of "Americans" this, or "You Americans" that.....
Obviously there are ignorant people who hate Americans for what their country has done or for other idiotic reasons, no doubt.
US is the most powerful country in the world, it's obvious it's the main target.
Being critical of ones government doesn't equal being anti-American. I really don't know why Canada is even on your list, since we basically have the same culture, society/people as they do. But yeah, Canada is going to critque the **** out of the American government, since every-single-move they make can have serious reprecussions for our nation.
Everything else you see on the internet between Canadians and Americans is a sibling rivalry that really, the rest of the world just doesn't get. We love eachother, we hate eachother, we'll defend eachother to the death. That's just the way we roll.

Anyways, most people are aware that the average American is not overly nationalistic, war/gun-loving and religious, but it still amazes us that there is a pretty loud minority who is exactly that. Something we don't really have to deal with. It's more curiosity about those oddities than blind hatred...
That said, the only thing I can think of Europeans get emotional and angry about is US foreign policy. With good reasons in my opinion. But we criticize other countries for their actions abroad as well. France, Israel, Germany, ...
Things like the US gun policy are just amusing to us. It's certainly not something we are "hating" Americans for...
I wouldnt say Anti-American but the most criticising western country would probably be France.
You know how you gain different perspectives by learning other languages or watching news from different countries? Well France and French seem to be the western country and the language that criticize us more.
I would actually say Britain and Canada are two of the most pro-US western nations. I would be inclined to believe that the opinion of the US is more positive than the EU here.
Sure the French had a bad view of the US during the Bush era, but now it is the most positive among major western European countries. Look at opinion polls since the turn of the century and views of the US in Germany have been poor regardless what the political situation is. There was a short spike in popularity when Obama was elected president, but that enthusiasm faded as it was realized that Obama is not the second coming of Jesus and is in fact just a man.
