This is all very interesting. The costs so far don't seem too crazy. Here in Vancouver water is not metered….yet.
I believe on of our suburbs it is. Also other cities and towns in British Columbia, do meter the water. Mostly in areas like Vernon which is in the much dryer wine country region.

Own house in Florida. Water is metered with in-ground meter. Runs from $64 to $85 per month. But one thing I must emphasize. Meters can be inaccurate, so monitor them.

Where I am (MR) commercial users and multi-unit residential buildings are metered but not individual homes.

I thought you might find this article interesting as it talks a bit about daily water consumption in other parts of GVRD as well:

Sounds like metered water may not be worth the cost. So higher property taxes is the most likely way they would go.

Property taxes? It's the same here in Vancouver. We do two payments, one in February and one in July.
