Never been to Vancouver, but it seems to be a bit generic. Big city life... nice mountains and the sea, though. I have lots of mountains here in Austria and I'm not a huge fan of the sea... That leaves only the city. Have been to Boston and that one seems to be a lot more enjoyable.
Brussels on #2, because I'd love to take a look behind the political scenes of the European Union. Seems to be rather dull otherwise.

Vienna is just a great city. Wouldn't mind to live in Vancouver or Boston either. Brussels? Meh...
Living (short term... 5-10y after my studies):

Boston would be really cool, Brussels only ranks higher than Vancouver, because there are simply more opportunities in my field
All those cities are cities I'd love to visit or in the case of Boston...again..
But out of all of them I'd pick Vancouver it has a bustling downtown and wilderness isn't too far away either.
