Yes it's true. Most animals are also lactose intolerant after they stop drinking from their mother's teat, lactose persistence is actually a mutation.
But it doesn't mean they can't take dairy at all. I mean I can take dairy in moderate amounts, although if I drank like two big milkshakes I'd probably feel a bit gassy/bloated and might get a bit of a tummy ache. Funnily enough I think I was worse as a kid. As a kid drinking one milkshake might even give me problems, but not anymore.
I'm also curious since if this is really about ancestry alone or can exposure make one more likely to digest dairy well, wouldn't you expect people who trace their roots to populations more likely to be lactose intolerant drink less milk or eat less dairy, even after living in a western nation, but just by impression it seems like black Americans or Asian-Americans (at least assimilated ones) don't eat any less cheeseburgers or have milk and cereal growing up as kids any less than other Americans.

Yeah, I mean most Asians seem to be able to eat some dairy...I think like with anything, exposure can improve tolerance to some degree, although you'll never be truly lactose persistence.
If you're an European and can drink milk, your ancestors are from Ukraine, as the mutation supposedly was born and spread from there.
So that means virtually everyone is from Ukraine or has some Southeastern European in them.
