I don't think we can have one without the other. It seems like the more we apparently lose our civil liberties, the less safe we feel and are, and vice versa. I'm sure my Mom didn't feel safe during Chiang Kai Shek's dictatorship with neighbors "disappearing" because they were a "threat" to Chiang's ruling party. On the other hand, without safety, our freedoms can be attacked by corrupt groups because there is no force to ensure our rights are preserved. Somalia is not safe at all without a strong police and army, and the Somalis aren't free to express different ideologies and improve their lives because of all the wars among tribes and radical sects of Islam.
