Why would any tourist visit those places? Just look at this chart:
I used to live in DC and I've been to Baltimore many times...not once have I been harmed. I've been to New Orleans and was walking around by myself at night...even at 4 AM once in the French Quarter and Central business district...not once was I harmed. I'm really starting to think you foreigners don't really understand crime in America or where the statistics come from. The crime in those cities only occur in the impoverished areas. If you live in a wealthy or middle class area...or if you are in the nightlife district/in the touristy areas there is a very small chance you will be the victim if a major crime.
I'm pretty sure that the safest city in the US is much more safe than any city in Spain or Italy.
Have you ever looked at Italy's or Spain's crime statistics bud? They are quite safe countries, even by European standards, and they have plenty of cities virtually crime-free other than petty or non-violent crimes.
Some eastern European countries on the other hand tend to have higher rates of violent crime, but they still tend to be somewhat comparable to the US average.
Not even close to what goes down in Europe. They'll steal the back seat out of your car while you're stopped at a traffic light in Florence. Again, there are no groups in the US the specifically target tourists like they do in Europe. It's totally out of control in some areas.

Europe is safe. I've never been robbed or even pickpocketed and I'm like the easiest and most obvious target (Asian). Of course you have to be more careful when there are lots of tourists around or near big train stations.
I don't find America dangerous either, just that the guns are pretty scary, and the police seems violent, especially to African Americans. Other than those I feel that America is pretty ok crime wise.
I would say that I haven't experience insecurity issues in any First World countries, but I have experience the (subjective) feeling of insecurity in some of them. And by far the USA is the country where I have experienced this feeling more often.
Especially in some cities of the USA, when going as a tourists, you have to check beforehand the no-go areas, take a taxi or a metro to go from point A to point B, and in general know a bit about what to expect and where not to go.
I have to say that all those things you need to do when visiting an USA city are completely unnecesary in most European cities. You can just go to most European city centers, and wander around and get lost a bit from point A to point B, even walking, without having to wonder if you have entered a no-go zone.
I also don't know what is the deal here about picking Spain and Italy as non safe places. Both countries are with no doubt the safest (together with some Asian countries) I have been to. I would be more worried about walking alone at 2am in the morning in SF or any UK city that I would ever be in Rome or Madrid.

I just stayed in Port Harcourt, the most dangerous major city in Nigeria outside of Maiduguri. Murders were rampant, so was kidnapping, all police officers were heavily armed and I occasionally so an armored vehicle. Guess what, I didn't see a single crime in Port Harcourt. Yet my mom had her handbag stolen in a Dutch airport back in 2006. Just because crime doesn't happen to me doesn't mean crime isn't there. The murder rate in Amsterdam compared to Port Harcourt is probably 1 homicide per 100,000 to 50 homicides per 100,000. Yet from personal experience one crime in the Amsterdam metro area. 0 crimes in Port Harcourt metro area.

Btw Spain and Italy are both very safe.
