I'm thinking of Scandinavia, the Low Countries, Japan and maybe Canada to a lesser extent. In Australia a lot of people get aggro, like just today a bloke talking on his mobile phone ran into me and said 'watch out ********', and I've heard experienced/witnessed some road rage, racism.etc and general anger. Although maybe not as bad as some, I feel it's prevalent in the culture. The US - especially some sub-cultures - can seem that way too, and Britain and Southern Europe moreso than the rest of Northern Europe. It seems that way in Latin America, Africa, and South Asia, and variable in most of Asia.
Would you say that the Nordics and Japan are the most 'civilised' in that sense?
My ancestors immigrated from Syria to Brazil and they were very hot tempered. My Dad is 3rd Generation Brazilian-Syrian and he still inherited some of this. I grew up here in the USA, so I made an effort to mellow out and be more rational than emotional and hot-tempered.
I have had a lot of experiences with Arabs from many different countries and they can be very hot-tempered and aggressive.

But the Scandinavians also have a reputation, rightly or wrongly, for being overly reserved and distant. And in Australia being "too polite" or politically correct is often considered rude, because its viewed as a mechanism to avoid "real" interactions with people or to hide and disguise your "real" views and character.
Perhaps its a basic societal preference - how interactive and open are people encourage or expected to be?
A lot of these traits are cultural. If people are reared in a different environment they will conform to the majority population especially after a few generations.
