I have no clue which has the best, but Victoria, BC has an awesome looking city garden. I think the whole Pacific Northwest climate is perfect for gardens, so I'd imagine the West Coast of North America and the UK might have some other strong contenders.

London has to be a contender. Over 30% of it is parkland and green space.

In the US...Portland, OR....
Governor Tom McCall Waterfront Park

Washington Park which contains:
Hoyt Arboretum:
International Rose Test Garden:
Portland Japanese Garden:

Laurelhurst Park

Crystal Spring Rhododendron Garden

There is also Leach Botanical Garden, Mount Tabor Park, Keller Fountain Park, Peninsula Park Rose Garden, James Woodhill Park at Rocky Butte (best lookout spot in Portland...unfortunately it was cloudy the day I went up there), Columbia Park, South Park, and the list goes on...

Portland also has the best urban nature park is Forest Park...it is a huge chunk of temperate rain forest in Portland.

The best urban non-nature park is Grant Park in Chicago...great mix of coastline, skyscrapers, landscaping, and architecture.
