This would be on the top of the dirtiest Alpha minus cities :P hmmm maybe New Delhi would compete, Bangkok is clean but dirty on areas outside its cbd but still considerably clean.
London is actually very clean.. I also heard that NYC is very clean from what I have heard. Chinese cities often have high pollution although I am not sure.
Paris was not very dirty when I have been.. but certainly could have been cleaner
I always had the impression that Asians were quite tidy people.. although where I work they are certainly messy with their plates at restaurants
tidy in their homes
