France has a better healthcare system, probably better public transports, excellent services (like California I guess) and an obviously 1st world standard of life (like California obviously).
California has a lower taxation, higher wages, lower prices of houses (at least basing on what I watched in the TV about the price of houses in the US), worse healthcare (at least from the point of view of accessibility)and worse public means of transport.
Consider that, given where you'd live in France, you would experience much colder temperature and much different climate than in California and that, at the same time, you would find different kind of environment.
Overall it mostly depends on where you have been living in these years: being myself a European, I'd be more curious about living in California, you?
France has better public transportation, higher standard of living, free healthcare, stricter and better labor laws, beautiful language and great world cities.
California has the entertainment and celebrity lifestyle, great cities, better and more varied climate, diverse landscape (desert, mediterreanean, temperate, etc.), cheaper consumer goods.

As others said, California has expensive housing. But both vary by region, with the coastal big urban areas of California much more expensive than the rest. I'd assume French housing outside of Paris isn't that pricey. Median price of owner occupied-homes California: $383,900. 56% of households own their homes, 71% of homes are single family units.
All those posh "elite" east coast/ westcoast preppies raving about Paaaaris (yawn)...for one thing, if life is so expensive there, it's because this kind of expats are pulling the rents and real estate generally up, up (worse yet with the Qataris who are buying all parisian high end hotels)....
Landscapes and climates are still pretty varied in France, and it rarely gets very cold (unless you go to the mountains). The northern part can be quite grey and rainy though, I'll give you that.
France (42° to 51°) is much colder than California (32° to 42°), some people here seem to forget that. If they imagine that -save for some locations in the extreme south of the country along the Med coast-they are going such a sunny, privileged climate as in California, they are in for a big deception. They apparently don't know what a winter in North eastern France feels like, it's more akin to Siberia !
The average in January for Strasbourg (the coldest major city in France in winter) is around 0c. The average for Nice or Montpellier is around 8 or 9 I think, which means the monthly maximum are over 10c. That's about the same as northern California, and those cities have warmer summers than San Francisco or coastal L.A.
The average for January in Moscow is around -10c and most of Siberia is much colder than Moscow. To say that north eastern France has a siberian winter is like saying Los Angeles has the same climate as Dubai or Mecca.
France is pretty temperate bar the occasional winter storms in the west or possible cold waves which are a lot rarer than in North America.
France has better public transportation, I find California is amazing but a lot of people there are WAY to snobby and the lack of public transportation kills the deal!!!
