Right now, as they are, Amsterdam. Just the infrastructure, bike and pedestrian culture blow LA out of the water. If LA can continue on its trek to improve all three (which it is at the moment) then LA, as I prefer its climate, geography, diversity and food.

I´ll take Amsterdam lived in LA 1 year and it was enough.

Amsterdam is the better cityscape but I find the culture of Los Angeles more appealing.
