Native speakers of which of these following languages would find it easiest to learn English

I agree with Finnish. Not because of linguistic reasons, Finnish is completely abacadabra. But because of exposure, orientation and general knowledge of Swedish in Finland.
I'm pretty sure most young- and middle-aged Finns speak English well, even though their native tongue is very different.
Just a curiosity, how do the relatively high-functioning developmentally disabled adults (e.g. those who are unable to live completely independently but can work with some supervision) speak English in the Scandinavian / Nordic countries?
I bet a high proportion of Swahili speakers also have a steady command of English, too.
I'm finding myself wondering if, say, a Japanese -speaker would find it easier to learn Finnish or Turkish than English, and suspecting that they probably would. Interesting question!
