What about Australia? The northern parts of Queensland like Townsville or Cairns might be suitable. Quite multicultural and lots of tourists there... Darwin in the NT might be suitable as well... If you want something bigger, there is Brisbane but it gets quite a bit cooler in the winter.

Otherwise, some Caribbean islands like Barbados, Aruba and Curacao might be interesting to check out...

I've heard the ABC's are nice, but picking up Dutch might be a bit much.

There is all of Malaysia, Vietnam, Hainan island of China, Okinawa Islands of Japan, Taiwan, Indonesia, Philippines, Yucatan Peninsula of Mexico, Peru, Cyprus, French Dutch Caribbean islands, Corsica island of French Mediterranean, any French tropical island like New Caledonia, Reunion, French Polynesia, Madeira Island of Portugal, Canary Islands of Spain, Cape Verde, Santa Catarina-Rio Grande Sul areas of Southern Brazil, Fiji, Seychelles, Northeastern Australia Brisbane Gold Coast-Cairns, Socotra island, Maldives, and Mauritius.

There is a high amount of available options going very well to original poster’s set criteria of standards: Tropical, International Schools, Nice Mix of Locals, Expats, Tourists, Nice choice of Food, Beach, Social Clubs, Not Too Much If Any Racism, Not Too Much or Too Little English, Good Medical, Modern Infrastructure, Not too 3rd World, and Multicultural.

About Malaysia in particular, there is Pulau Penang close to Ipoh maybe reminding you of Phuket Thailand in abstract version of thinking, although quite different from Phuket. Hoi An-Hue of Vietnam is a specific area to check out especially. Yilan-Hualien area of Taiwan is worthwhile to learn about, and relevant in your ultimate search for your next destination.
