Yet you didn't answer the question: does that make Anti-American with all the negative connotation of the word?
Because honestly, if having grounded opinions for disliking some policies is being Anti-American, then it's so ridiculous that there's not even point in talking about it.

Yes yes it does
However though just disliking something from america doesn't mean your anti american
You have to be against all of the us to be like anti american disliking a few pthings from america may make you anti american also but it just depends

Here in China I rarely hear anti-American statements from the Chinese... I'm going to define "anti American" statements as being things like, "I hate America," "Americans are stupid," etc, and not simply criticising American policies or what have you. If I hear anything anti-American, its usually either from an American,, or its from a European expat who is likely drunk. This is not a common occurrence.

most people simply have better things to do with their time than sit there seething about how much they hate 350 million people they've never met nor are affected by at all.

I have not heard those statements in real life in any of my travels to any part of the world.

The worst "anti-American" thing I've heard anybody say is that we have tornadoes, hurricanes and blizzards all the time which makes it impossible to live.

so technically everybody who isn't a brainwashed nationalist approving every American policy and being completely acritical is an "anti-american"?

Some Europeans tend to be a bit touchy when it comes to America.... Ive noticed a lot more prejudice about Americans in Europe than in the other two regions mentioned here.

Japanese were not as America crazy as Americans claim they are, but they're not particularly judgmental towards Americans, they mostly just don't care.

And south Americans, the anti-american ones are often socialists, hippies, commie wannabe college students etc.

I think the sole reason for this is that Europeans are more aware of America and more connected to it than say, India.

In the end the most and almost only anti-Americans in Europe as well are radical leftists or russophiles.

People are obsessed with America in Taiwan, probably even more than our obsession over Japan.

We freak out whenever a random politician or spokesperson mentions Taiwan, then some idiot would interpret their statement as a sign of abandoning us or secretly shipping us into China's filthy hands covered with dog poop.
People were totally over the moon when Taiwan was included in the Visa Waiver Program of the US. Like "Yay!!!!So proud!!!" and stuff.
Students dream about attending fancy American unis, even though it always means that the parents would have to pay a ****load of money.(Our unis do suck though)

We severely suffer from the grass is always greener syndrome, and the American grass is the greenest among all from Taiwanese perspective.

Maybe not a player like Germany or France, but it's regarded as a country with very educated people and high technology. Your country is exemplar, even other europeans recognise this.
