It doesn't.
And yes it's down to cultural differences.

Btw I wasn't implying that a developed country has to abolish death penalty, just that not implementing capital punishment is an indication of being more progressive imo.

hmmm, the part that i highlighted is the part that I find the most interesting; i kind of see what you mean but at the same time, I feel some kind of disconnect here too...........

But we are really disgressing away from the main topic here; East Asia is just too large; it is heaviliy fragmented into all kind of mini-regions.

It's just my personal opinion. I think there are lots of factors of being progressive or not and capital punishment is just one of the many criteria.

Even our great grandchildren won't see a FULLY developed China.
Coastal China will keep growing but the rest of the country not so much.

I have to agree with the above statement; it is like China is 2 different regions: the mega-cities or the coastal area and the rural hinterland of the interior; but how is that different from what we are now seeing in the USA?

Our great grandchildren won't see a fully developed China because the whole world would be ruined by WWIII by then, with Brazil and New Zealand being the only two places left untouched .

i don't think so, north korea, cambodia, laos, vietnam, thailand, philipines, etc. etc. are still developing and China is too overpopulated and with too much social inequality still to become fully developed

Japan and south Korea, Taiwan too are developed in my opinion, the rest have lifted themselves out high illiteracy rates, rural way of life and poverty recently and into the path of development but not developed yet!

Brazil (and the world of latin america) is a mess; if WW3 occurs, NZ would escape unscathed.

This pretty much sums up the entire situation

Japan is already "developed"? If not 'over-developed' economically.

If you mean China? Then...sure. China has quite superb GDP growth in recent years, this should reflect in people's wages sooner or later - meaning all over china salaries will be like the ones currently in Hong Kong or even better: Tokyo. But prices will increase too.
