In France, any city that isn't Paris and that does not lie on the southern coast (ie Nice and Cannes, mostly)
I grew up in Lyon, and my city is still relatively unknown. When I was living in Canada, most people asked me what it was, even if Lyon has a larger population than Ottawa or Calgary.
It's quite known in Italy because it's close to it and it was partly built by Italians, but otherwise it's pretty overlooked.
Most people I casually meet end up asking me about the everyday life in Paris or where they should sleep / what they should visit in Paris anyway.

Well, my belief is based on actual experience !
Although Football has actually helped the situation change a bit. In England or Germany I sometimes said "Near Saint-Etienne"

It actually applies to every country. I met this exchange student to our school from Northern Ireland last semester and asked if he's from Belfast then he was looking all shocked, like how do you know???!!!!!. I also once met a Mexican and asked if he's from Mexico City, he said no then I asked maybe Guadalajara? He had the same reaction.

Not many people have heard of Birmingham or Manchester the 2nd and 3rd largest UK Cities. Do you see me arguing over that?
Manchester a lot of people would have heard of. Birmingham would be better known if it had a world famous "Birmingham United FC" instead of what, Aston Villa?

People who followed the news in those days would know Cali and Medellin (in addition to Bogota) as those were where major cartels were based.
My wife loved Colombia but I've never been.
