Which countries in the world have the least severe laws to punish common criminals like murderers, robbers and drug dealers?
And which countries have the most severe laws regarding those common crimes?

Technically the law doesn't say how long someone has to stay in full or part time jail.
I guess Brazil has the least severe punishment for criminals in the world, but I started this thread to be sure.
Here in Brazil a murderer tipically stays only 4 years in "full-time" prison, and then he gets a "change of regime" to "part-time" prison, going out to work during day and returning to prison at night. After a few more years of that, another "change of regime" into "conditional freedom", going to prison only once a month to sign a book.
And in many cases, the murderer go out to "work" on the first day of "part-time" prison regime and never comes back. He just runs away. After just 4 years behind bars he is back in the streets.
The case is even worse regarding armed robbers. They tipically stay only 6 months behind bars and then you can find them in the streets again, for new robberies...
Police work here is really frustrating: cop arrests the guy today for robbery, and 8 months later the same cop finds himself arresting the same guy again.
