The answers you need will come from the Passport office of the United States of America and the equivalent office in Singapore.
Those two office are the only place to get this information that will be correct and complete.

LOL. I know, I was just being funny. We do use it though in Canada. People say " shall we " etc all the time.
Daft..didn't know Americans don't use that, again we use it a lot in Canada.

Get sponsor visas for spouse from Singapore and the US.

Since Singapore does not allow multiple citizenship, the only way is to get Permanent Residence(PR), aka blue card in Singapore and green card in the US.

Maybe we do use shall more than some of us think because "shall we" is used here to.

Again, I personally don't know too many Americans who "daft" and I get some strange looks when I do, then use those people as examples There may be places in this country where people use it all the time.
