Depends so many variables.

Americans I think more often will engage in small talk. I think Americans on the West Coast are often more casual and easy going but not always my perception is that it is more uptight on the East Coast.

Brits are stereotype as cold and distant, yet a lot of Brits, for some reason, had no problem talking to me in line at the grocery store or whatever . This topic is one of many that attempts to use stereotypes to justify someone's views

I work with a Brit that's very friendly now that you mention it. Also a French lady she is somewhat friendly. I have worked with threee Russians and have found them to be a bit standoffish they don't smile as much it took longer to get to know them the Polish guy I work with now also doesn't smile much but he's a good guy.

I also have worked with several transplants from New York a few have been friendly but most aren't there's a different energy less laid back. Just my opinion. It's hard to make generalizations usually they are wrong.

Generalizations are at least 75% incorrect. People from the EU and the white Anglo nations are not all that different from each other in terms of social attitudes. Everything else is just stereotyping. If someone can't get along with people from a certain country, then something is wrong with that person, or that person needs to talk to people who are in a better mood

Very true but some European cultures are much more expressive(warmer) than others some Southern Europeans particularly find Northern Europeans and Eastern Europeans more aloof.

You're concentrating on the superficial. OP , from my point of view, was actually asking about developing friendships, not the ease of making small talk or casual conversation with people you don't intend on seeing again
