Covering the past after WW2, shows it hasn't as Millions of one group were not targeted from annihilation. Thus your premise is false. The premise is asking based on current events, are we heading for another Holocaust. Syria, which has exceeded the 200,000 mark is a Holocaust and yet no nation is doing anything about it since the UN called it a "Internal Problem". ISIS is spreading across two continents killing Christians. So at what number do Christians have to be slaughtered for it to become a Holocaust?

Why would it be a matter of concern to anybody on this forum, whether Israel or any other tiny country decided to observe a commemorative day?

The OP wrote an article and solicited comments. He has mine, to do with as he pleases.

If Israel observes Holocaust Day, how can that fact influence in any way the future conduct of anyone who might be inclined to cause that history to repeat itself?
