Because the American government doesn't have the right to disarm the population to the extent it would take to make it impossible. Local jurisdictions have made it increasingly hard to legally carry weapons and obtain certain types of weapons. But then like other forms of contraband we will only go so far in creating a police state to improve the chances that the next person might try to make pressure cookers into bombs instead of finding a harder to obtain gun from some source.
It's obviously at least partly a gun control issue, though half of them would rather die in a rutabaga peeling accident than ever admit it. The other side to it, I think, is that there must be so many guns in circulation in the USA from their current legality, that it will take so long to reverse how widespread they are in the public, not to mention their social acceptance- even if they made drastic changes to carrying laws tonight.
There's nothing that can be done until they restrict gun use.
But I still find it strange that mass shootings like this are unheard of even in one of the most dangerous cities in the world, Johannesburg in South Africa.
