We don't really have a term for the sort of multi-faceted relationship between Mexico and the USA. The two countries don't have a BFF relationship, but their fates are intertwined.

Norway/Sweden and Netherlands/Belgium abolished border formalities decades before European Union was imagined.
Malaysia/Singapore were briefly the same country, and have retained very close ties.
Romania/Moldova are, in many respects, virtually the same country, and many Moldovans have both passports.
Georgia/Armenia have a very relaxed relationship with each other, despite wide cultural diffeences, partly owing to a common disdain for their powerful neighbors.. I suspect Laos/Cambodia might have a similar cause for solidarity.
Bahrain and Qatar have no ferry service crossing the short gulf between them, but there doesn't appear to be any friction between them. I've been told that the absence of a ferry is a result of the powerful airline lobby. The only connection between them is by air, or a miserable all-day drive on a horrible road through Saudi Arabia, nearly impossible for foreign passport holders.
As far as I knows, South Africa and Namibia still consider themselves cousins.
Mozambique/Angola, although not sharing a common border, think of themselves as partners and have a very strong cultural and historical relationship.

This is because a BFF country would have one if not two things; it would have to be similar culturally and/or be a strong ally..
Perhaps an intermediate category would be countries that aren't particularly close culturally, but have good chemistry?
