Another commonality yet between the two places is that they industrialized later than in most of the rest of their respective regions.

Well, if that region is "Canada", Quebec actually industralized before almost anywhere in Canada. Trois-Rivières had the first industrial complex in Canada at the Forges du St-Maurice before the 1750s.

And Montreal became Canada's first industrial city by the middle of the 1800s.

In the Baltic Sea region only Sweden, Denmark and Germany were earlier industrialised than Finland.

I really meant in terms of becoming economically developed, as much of Quebec (certainly rural Quebec) was quite backward right up until the 1960s.

In that case, you're largely right. Though much of rural Quebec did have some industry going back for quite some time. But the majority francophone population generally did not share in the prosperity created by those industries, and were mostly stuck in low-wage unskilled jobs.

Two tidbits:


In 1962, the head of Canadian National Railways, Donald Gordon, was asked why his huge company, based in Montreal, had no French Canadians at all in any senior management positions, replied that it was simply because none were qualified.


A few years later, towards the end of the 60s, the Laurendeau-Dunton commission on bilingualism and biculturalism in Canada found that French Canadians in Quebec, who made up 85% of the population, ranked close to next to last of all groups in Quebec when it came to socio-economic prosperity.
