the drugs that were about in the 60s were not like the drugs of today, anyway if one didn't want to take drugs, I didn't, one didn't have to.

It is hard to say about the best decade for the world, but the best decade in the world was in 1965-1975 in the USSR. Welfare of the middle class in the West and in the USSR was approximately identical. Only in the USSR there was a peace, a minimum of crime and murders, but in the US and many western countries were at war in Vietnam these years. From war was brought tens of thousands the killed soldiers and hundreds of thousands of wounded.
