Difficult to say where the best-dressed people are from but when accounting for the means (disposable income basically) available, I'd have to say Lithuania.

English women are terrible, they have no style. Their outfit stays the same throughout the year; short flowery skirt, heels and a leather jacket.

While living in Germany, I notice many native Germans prefer to wear black coats/clothes though they have a good fashion sense in general.
I rarely see the stereotypical image of sandal with socks in the street.
