When I was in Germany I noticed a lot of people dressed a lot more casually than they would do here or in France.

It was also much easier to find cool technical / mountain clothing than here where we only have a few expensive brands or the most generic cheap stuff.

For instance I usually wear soft shell jackets of various thickness according to the season, because it is convenient and light, and it is much more common to see them in Germany than here where it is mostly worn by outdoor-enthusiast people / anarchists (and mostly in black or super flashy colors).

Also, about French elegance: My sister lived in Paris for 10 years and when she would visit us in Lyon she never had any rain gear or even comfortable shoes/sneakers. A lot of people there only use umbrellas and have light clothing even in the winter. She didn't see any use in owning a rain jacket because it did not look good with her outfits, and Paris is quite a rainy place.

It depends where you live in a country, as some regions and cities are often wealthier than others.

Best: Spain (not overdressed like some Europeans; very good at mixing casual with elegant at the same time; not overly flashy; more common to see women in comfortable shoes that are still stylish as compared to other European countries)

Worst: USA (aside from a few major cities, too much of the country dresses like dads--dad shoes, dad socks, dad golf shirts, dad shorts/khakis; Polo/Vineyard Vines everything; only Sperry's and Nike Roshes; redneck jorts; white running shoes with white knee high socks scrunched down; women with black dyed hair underneath and bleach blonde on top; frumpy and ill-fitting/too loose sweatshirts and jeans on both sexes)

The best taste in dressing EVER are the French followed closely by Italians ( depending on the personal preference someone might see it the other way around.)
Eastern Europeans dress all right, but they rather re-create what has been created already elsewhere.
I don't know much about Spain, and Scandinavians DO have their own style that I don't understand much)))
