IMO the world capital of "cool" would be Seoul or London. It's all subjective though.

It's all just really which city is fashionable, during the 1960's Liverpool with the Merseybeat and The Beatles was fashionable, as was swinging London, a city that hepled spawn many fashions, youth culture and music scenes. Whilst cities such as Detroit (Motown), Seattle (Grunge) and of course cities such as Nashville and Memphis etc are also closely linked to differing music cultures.

By the 1980's and 1990's, the whole Madchester scene took off and Manchester was suddenly the in-city and fashionable in the UK.

Other cities across the globe include New York for obvious reasons has had a significant cultural and music scene, Los Angeles, and European cities such as Amsterdam, Paris, Berlin, Dublin, Copenhagen, Barcelona, the South of France, Ibiza and the Mediterranean island resorts and even Helsinki and Reykjavik etc have also been fashionable.

Hong Kong, Tokyo and Singapore are probably the more fashionable far east cities, whilst Thailand and the Indian state of Goa became fashionable gap year type destinations, with parts of Australia with it's surfing, beaches and BBQ culture being popular and cool in a similar weay to California in the US.

What comes around goes around and cities fall in and out of fashion and coolness like everything else.

Manic Panic (1977) celebrates it's 40th anniversary this July. Two of my closest friends Tish and Snooky, have been the proprietors since the store opened in July of that year. I can't wait for the celebration party in NYC.

Your Punk Rock information is WRONG.
There was Punk Rock in the UK way before the Sex Pistols, Punk Rock originated in the UK, its started in the UK in the 1960's, the Sex Pistols are probably just the best known UK punk band, they are far from actually being the best UK punk band, I have never been a fan of them, the Clash are a much better band.

The British Punk Bands often had a much deeper political and social message than their American Counterparts. Whilst the Ramones were very humurous they only occasionally delved in to politics with songs like Bonzo goes to Bitburg (a dig at the Reagans), however of you look at bands such as The Clash, Stiff Little Fingers, even the Pistols and later Mod revival band The Jam, a lot of their songs have a very strong political message.

I love the Jam. British rock in general is just outstanding, I'm a huge fan. That alone gives London a lot of 'cool' cred!

Dubai is the center of arts and culture and business for the entire Islamic world. It's one of the best cities in the world, and as a Muslim I like it because it's one of the few places where I don't have to make a choice between participating in the social life and entertainment opportunities of a city while sacrificing my morals and values. There are 2bn Muslims who feel similarly.
Well, we're talking about which cities are cool in the eyes of cool people. Muslims aren't cool, therefore what they see as cool doesn't matter.

Many cities in New Zealand are very cool. People can be seen wearing flashing trousers, and most people disco dance when they're waiting at pedestrian lights- I even saw one old guy disco dancing in some bushes, even though he had no arms or legs.
