Portugal and Uruguay fit well. Would not say Brazil because housing here is expensive, and in the areas where the housing is cheap the climate is extremely hot.

I suppose Brazil would be one. But the difficulty of immigration might be a factor.

Where is that areas where housing are cheap?
What is the difficulty of immigrating to Portugal? I thought it was hard.

Do you have a US3000 income without working? With that I suppose you could live ok in Brazil. An 1 million reais place would be about 350 thousand dollars because the dollar nowadays is about 1 per 3 reais. This can change, but with this you can live confortably here.

To get an investor's visa you just have to invest 50 thousand in the market. Not so difficult
