If I had to live in one country or the other... it would be tough, but I would likely go with Columbia. Finland is likely too cold and too dark for me. I could be entirely wrong, but I'm guessing the people are cold as well.
On the issue of personal safety, I would much prefer to be in Helsinki rather than Medellín.
Other than that Colombia has some beautifull scenery and fine architecture.
I get it - me too, however, just one thing. If you would be willing to live in Washington DC, Miami, Atlanta, Philadelphia, Houston or Oakland, California for any reason (let's say work takes you there), you can live in any major Colombian city bar Cali and its environs as crime levels are relatively similar to those cities.
The perception of safety is worse than the reality.
