It's all politics. Denver's sister cities are:

Brest, France
Takayama, Japan
Nairobi, Kenya
Karmiel, Israel
Potenza, Italy
Cuernavaca, Mexico
Chennai, India
Kunming, China
Axum, Ethiopia
Ulaanbaatar, Mongolia

I've only been to a few of those (that I know of, maybe I passed through others), but Karmiel and Chennai are nothing like Denver.

I don't know what sister cities are for. They seem so random and pointless.

London is twinned/sister cities with numerous cities, however some cities matter more than others with New York City being the most important by far.

Other important cities closely linked with London include Beijing, Berlin, Kuala Lumpur, Paris, Shanghai, Tokyo, and Los Angeles. Although most Commonwealth Nation cities are equally important.

The only sister city of Paris is Roma I think....
Others are more cooperation agreements

London has a cooperation pact with Paris, although obviously due to the two cities geography, channel tunnel rail link and the two cities importance and historical relevace, they arte closely linked.

Yes, Paris is exclusively twinned only with Rome, and is reciprocal, Rome is exclusively twinned only with Paris.

"Only Paris is worthy of Rome; only Rome is worthy of Paris."

Although both cities have agreements of friendship and co-operation with capital cities of many countries.
