I will start.
Here in Brazil, i will say Florianopolis; gorgeous beaches, friendly people, low crime, decent size with plenty to do and see and very affordable compared the more known and sought after Rio.

Italy has Turin...Gateway to the Alps, but not as expensive or crowded as Milan.

I think Kuala Lumpur somewhat fits into that mood. It's a big city that wasn't too expensive when I was there and had an assortment of goods to be found around from the nearby jungles, to tropical islands like Langkawi that were a cheap flight away, not to mention you could catch a flight to other Southeast Asian destinations.

I would say Bangkok....nice apartments, great food, nightlife, Skytrain, nice airport and pretty inexpensive for a large city.

I would agree with Milky that KL is also a good bang for the buck...just not as fun.

It's a dump full of Bulgarian mafia, prostitutes and other associated undesirables and you may well end up being beeaten up or mudered but stil on the bright side the beer is only 70p (90 US Cents).

Want a holiday where beer is just 70p a bottle? Head to Sunny Beach , Bulgaria - Guardian

For Canada, Montreal is actually quite a bargain, cost of living-wise. I guess I'll also say Ottawa (low unemployment, no housing bubble, nice quality of life, and close proximity to many east coast cities).

In the U.S., Boston still has reasonable housing in many areas of the city, and it's a fun city to boot. New Orleans also has some neighbourhoods that are gentrifying without going overboard on the chi-chi factor.

Lisbon, Portugal- Great sites (Poor man's Paris) food and transportation is cheap. Lots of things to do/see for free

Montreal, Canada- World Class city with European vibe. Excellent French cuisine. Canadian dollar vs US dollar makes it a great deal. If you're from the UK you'll be getting an even better deal. Great cost of living.

Manual Antonio, Costa Rica- Soooooo much cheaper than traditional Caribbean hotspots and way more to see/do: exotic beaches, monkeys in trees, rainforests, delicious food, unparalleled zip lining, etc. Fairly inexpensive. Friendly ticos. Cheap housing

Lima and Arequipa are both very cheap. In both places you could easily get by on just 20 dollars a day for food and hostel, altho touristic sites are gonna cost more. Lima is a huge city that does not get too many tourists so you will not get the same gringo treatment that you will in touristy Cusco. And the nightlife is legen...wait for it...dary!

- it's not the 90s anymore, the "mafia" are less dangerous than a group of 17 years old British chavs.

It's not even cheap enough vs the quality.
