Dubai, Japan, Israel, Monaco.

Among so called undeveloped countries: Greece, provided it's "poor" and the coast of Bulgaria especially are great choices.

On balance, I'd say Oz/New Zealand or maybe a place like Chile or Uruguay. I had a chance to move to Australia as a kid; I wish I'd taken it.

Not Canada anymore, that's for sure.
