Air travel in South America is ridiculous but there is a new airline called SKY Airlines. $89 one-way from Santiago to Montevideo, about $100 from Santiago to Buenos Aires. Chile is actually the cheapest country in Latin America to travel across, where you will get screwed is Argentina, Brazil, and Ecuador. These countries are horrible for air travel

For me Montreal as I would have an easier time keeping up with the native tongue as I studied french in high school and college. It also has one of the best and most intact old urban cores in North America. There are many that couldn't stand to bare the long winter climate there. Some adapt and learn to love it as there is plenty of fun winter recreation and along with festivals going on in Quebec. A huge lot of Canadians usually break away from winter every year and head for the tropics.

Wrong, Colombia has that accolade, probably followed by Brazil and then Chile.

Plus from Colombia you could easily fly to places like Aruba, Mexico, Lima, Miami, DR, Panama, Costa Rica, Cuba etc. for less than $100 return in many cases and its not just Bogota based either like in Chile where practically all flights go out of Santiago. Medellin, Cartagena and Cali even have direct flights to Europe and plenty of international direct flights within the western hemisphere from Barranquilla, Bucaramanga and even Armenia, Pereira & San Andres.

Re: the poll, I haven't been to either Montreal or Berlin but I found Santiago quite boring. I would be more inclined to opt for Montreal.
