yeah..Vancouver , Toronto , Montreal and maybe Ottawa ...
oh trust me, Ottawa is no a real "city". You walk 10 minutes from the city centre and will enter the suburbs with nothing but two story homes.
Surprisingly Ottawa has a population of 1 M, and if you go to a European city with 1M people, they look vibrant and noisy. Ottawa on the other hand, feels incredibly tiny. You keep wondering where the hell are the 1M people. BBQ at home?
Canada has 3 real cities, and that's it. All others are towns.
You visit any random European city/town, and then will stop thinking Quebec city is stunning. It basically has a historic area any European city with more than 100,000 people has, and the rest is typical North American sprawl.
Not sure why Calgary is "pretty good". Did you see downtown Calgary at 8pm Tuesday? Just buildings, no people.
I think Spain could be a contender here. Madrid, Barcelona, Valencia, Ibiza (town), etc. That's a pretty great lineup.

I feel this way about a lot of American cities too.
A term like "best collection" is always going to trigger opinions so here's mine:
USA: New York, Los Angeles, Chicago, San Francisco, Houston, Dallas, Atlanta, Seattle, Boston, New Orleans, Washington DC.
Germany: Berlin, Cologne, Frankfurt, Hamburg, Munich
Italy: Rome, Florence, Milan, Naples, Venice
There are others but I just pulled these out of thin air.
Almost all Canadian cities are very good places to live in terms of jobs, safety, health, education, services, activities, safety, etc.
This does not necessarily make them great world cities though.
some can be incredibly boring though.
Ottawa and Toulouse have similar population, but Toulouse appears to be 4 times larger, exciting and fun. Actually Toulouse appears more like Montreal in terms of urbanity.
