Greater Tokyo realistically includes less of that, by a country mile. Just because a lot of that is rural, and it uses a prefecture map. Greater London on the other hand is bigger than the London city which is what is shown. Places in Essex and other home court towns can be included although it lowers the density significantly, it makes little sense to keep them separate. Tokyo’s outer prefectures have intense development along rail corridors and the coast, but the majority of Chiba, Gunma, Tochigi and Ibaraki are not urbanized, so once you cut of the fluff and add some to London. It’s a lot more comparable size wise although I would still give it to Tokyo. Especially because suburban London area (outside the city), is so semi-rural it’s difficult to consider areas that aren’t continuously developed to near outer London density as part of the urban area.

A much larger share of the LA/Inland Empire region is Zoned R1, or SFH. Little mass transit. Super car dependent.
