I was in Russia not long ago and i would have to agree. Very underrated, not sure if top 5 but it is high up there

For St. Petersburg, it's in my list for my travel to Eastern Europe, scheduled for 2019.

^I wouldn't call Budapest and Split underrated. They both receive a lot of tourists.

From an economic standpoint, Chicago definitely isn't underrated, but from a leisure travel standpoint it is. I wouldn't say that's enough to make Chicago top 5 underrated though.
