The US has way to many problems to even consider. So Cal or anywhere USA. Problems that American society refuses to deal with. I can't imagine anyone from a developed nation, wanting to pack up and move here. Evidently some must still think it's the promised land over here. Those days are long gone

Seriously, there is no such place anywhere on earth that would provide all of your criteria. It's a dreamer's fantasy that doesn't exist. If you genuinely want or need to relocate then it's time for you to be pragmatic and get realistic and sensible about searching for a practical place for you to live.
