Not a chance. Jakarta is so far removed from most other Muslim countries, not to mention that other than size, it doesn't have much going for it.

I thought about Jakarta for this (Muslim of course, not Arabic), but I feel like that would open it back up to Istanbul again. Surprised actually that in this discussion (I forgot), but how does Karachi factor in? It's huge, but is Pakistan also not Arab?

Nowadays yes, though technically they were conquered by Arabs during the 7th Century CE.

Yes, it's not Arab. Urdu does use the same script as Arabic though.
