She actually represented the Republic of China, because Qing Dynasty had been over.
The content can pretty much be used today.
The world (China) really has not changed much in the recent 100 years, in some aspects.

Interesting accent. I wonder if her first language is Manchu and not Mandarin.
Is this clip something they play before feature films in the early 20th century? I know they play news before the feature during WWII but isn't sure if that happens during peace time too.

The last few generations of the royal family did not really speak Manchu. The first few generations did, but they were fluent in Mandarin too.
Manchu does not have vocabulary for many concepts in Chinese culture
