yes, a colony will either develop to such a point that it either integrates with the host country, or it goes it's own way and forms it's own independent country. Now I think that the western US is no longer a colony as it's fairly developed when compared to the east, but it could still be argued that the west is still being colonized since an equilibrium between the west and east hasn't formed yet.

Also even from a political stand point, you can argue that California is still a colony as it doesn't have equal representation and has a similar relationship with the northeast, as the northeast did with Great Britain, the only difference is that California is separated by fly over country, connected by interstates and railways, and the Northeast was separated by an ocean connected by sea routes.

California
Population: 39.54 million
Senators: 2 (19.77 million people per senator)
Representatives: 53 (0.75 million people per representative)

The Northeast (Mid-Atlantic + New England + Maryland + Delaware)
Population: 70.49 million
Senators: 22 (3.20 million people per senator)
Representatives: 87 (0.81 people per representative)

Also would you consider any of the following being a US colony at any time period in the past or present?

Hawaii, Alaska, Puerto Rico, Guam, American Samoa, Philippines.

Most overseas territories were former naval bases, before naval bases were needed to stock coal.

yes, I was just trying to prove a point, people seem to think that colonies can only exist overseas halfway around the world, when the original colonial powers in antiquity didn't really have oversea colonies, and many of them existed on the same continent.
