A president or prime minister usually heads the national government.

Mayors head the local government in cities and towns.

How many countries in the world have an intermediate level of elected heads of state/province government?

I know that the USA, Mexico and Brazil have elected governors of states. Which are the other countries?

keep in mind that not all of these have directly elected leaders, for instance the UAE has monarchs/princes/emirs who run the 7 emirates.

In India, people are often more loyal to their state than they are to the country.

Lots of different languages and ethnicities.

The USA also has a federal district. It's what the DC stands for in Washington DC (District of Columbia)

Australia also has the Australian capital territory, and the northern territory. Which are both self governing, but do not operate under their own constitutions like the state's..

But DC doesn’t have the same rights like other states, such as voting for the president, and as far as I’m aware DC doesn’t have it’s own constitution.

The people in DC can vote for the president. Where did you get your info? Like the states, it gets a number of electoral votes based on its population. Electoral votes are only used in presidential elections. It currently has three electoral votes.

DC doesn't have it's own constitution because it's not a state, it is a district of the federal government so the US constitution is its constitution. While Washington DC has a mayor, city council, and police department, it is otherwise governed directly from Capitol Hill.

My mistake, but DC is still not represented in Congress, the mayor of DC is not equivalent to a governor compared to other federal districts which are equivalent to other states but in name.
