Thanks for adding multiple options to this. Because I don't think there's on true answer. I think three stand out.

Israel-Iran
Armenia Azerbaijan
North Korea South Korea

Iran-Saudi Arabia is a close 4th

Knowing CD some people will probably say U.S-Russia. But it's not nearly as bad as the others.

The US is the only country that actively cultivates and celebrates toxic relationships, so that would have to be one of the partners. The US seems to have chosen Cuba for its most mindlessly vituperative acrimony.

Armenia-Turkey ought to be on the list.

With the current President ...I think you might be right, even picked on
their little buddy Canada.

From the list I would say Russia-Ukraine is pretty toxic.

I did forget about Russia-Ukraine it is pretty terrible. I also find it interesting how quickly things can change. At one point Russia and Turkey hated each other, now look. Iran also got along pretty well with Israel and Saudi Arabia prior to the revolution.

I agree: US-Russia relations are not good, but not good is good for business, both arms and domestic political theater, been that way for many decades and no change in sight; the US needs a nasty Russia, it's good for business and keeps both sides sharp.

In fact, it's been a long time since the regular forces of two countries have been involved in a sustained and somewhat balanced shooting war against each other. Maybe going back to Iran-Iraq. Before that, maybe France-Algeria.

In America we aren't too fond of the UK .. British MI6 interfered with our presidential elections in spying on the trump campaign and thats an ACT OF WAR here in America.. Also since the Brexit Talks are just Political Theater for the masses and TV Cameras the UK/EU is now considered a DICTATORSHIP for denying the Citizens of their VOTE.. We have all witnessed the Tyranny against its citizens and the unlawful detainment of Reporters or those who speak their minds...
