I understand the concept of a college town, but what thresholds need to be met to qualify?

A college town is basically a town where the student population is significant and the College is an important part of the local economy, as well as being a large employer with businesses relying on the College for survival. The areas social life, amenities and restaurants/bars may also revolve around the College and student community.

The University (or Universities) drives the life of the town. Usually, it's the largest employer and influences the overall culture of the town.

One thing I've noticed is that the size of the college matters a lot. Berkeley is a college town, but San Rafael isn't, even though they both have a college. However, UC Berkeley is way larger than Dominican.

Size of the college can matter, but a lot comes down to college population size relative to the population of the town/city. NYC has way more college students than Berkeley as an example, but the percentage of college students (and, thus, their impact on the culture of the city, etc.) in NYC is much smaller than in Berkeley.
