I agree - housing is probably an important factor.

Although the most important factor is probably a job, as without a job you can't afford housing.

Once you have a job and a roof over your head, and food/water, then the other things listed become more important.

Getting a job, without a doubt. If you need a phone clothing etc to get that job, thoes as well.

When I move to a new country. I worry about food. I get hungry.

Next I need a phone and internet. So I know how to get around.

Next to need to worry about transport to get around.

Next. I would get housing. Living on the street homeless and sleeping on buses would suck.

Next find a job so I can pay rent, buy food pay phone fees.

I think you will find that without a regular income you will find it hard to find housing, as most landlords want details of how you intend to pay the rent, as well as references etc.

Unless you have significant savings then securing a job would be a priority, as a decent regular wage means you don't have to worry about housing, food and transport.

Probably in that order, among the things mentioned by op I think. Well, and getting a job too.
