China's preeminent English-language media analysis site Danwei didn't lend credence to the SMCP report, calling the high-level ban "unlikely." However Jeremy Goldkorn writes on Danwei that "it is highly plausible that some low level cops have issued such instructions, especially with the current state of high alert in Beijing making officials and government agencies paranoid and very nervous about foreigners."
Further investigation by Beijing Boyce, who interviewed Beijing bar owners on the alleged ban, found that low-level Beijing cops have been visiting the capital city's watering holes and warning owners and employees to keep their eye on black patrons. According to an update Saturday on Beijing Boyce: An owner said police met with Sanlitun bar reps and told them to monitor black patrons. He said the police told the reps that drug dealers are predominantly black in the area. He said the police did not ask bar owners to ban blacks.

Well, since none of you probably ever been there or know anyone that lives there, then you would not know why.
Mongolians and blacks have been a constant criminal element in that country and very involved in organized criminal activity dealing with prostitution and drugs.
They are frequently causing criminal and anti-social behavior.
The Chinese did what they thought was best to rid this criminal element.
I bet everyone will love it and want the ban to continue after the games so they can walk and conduct business is a safe environment free from these criminals.

There's black people in China? Do tell more, please.
I know China gets immigrants from other parts of Asia and Western China is more Turkic (even having some natural blonde haired folks), but I didn't know there were too many black people out that way. I've heard China is really starting to make their presence felt in Africa though.
Mongolians, hmmm, I guess I'll have to watch my wallet when/if I'm ever around them.
