1. Paris
2. London
3. Vancouver
4. New York
5. Melbourne
6. Sydney
7. Florence
8. Hong Kong
9. Tokyo
10. Perth, Western Australia (I am from there, so should vote for it).
Anyone who has Moscow on their list should try living there. Absolute dump - I hate the place.

These are only out of the cities I've been to (NY is the only place I've visited in North America which is why there isn't much in the way of padding from there):

Edit: And no, I haven't accidentally missed out my dear home capital, London. I just hate it there.

Just thought instead of making my own list, I'd give the list that's in my Best Cities in the World coffee table book by Lonely Planet:
1. Paris
2. New York
3. Sydney
4. Barcelona
5. London
6. Rome
7. San Francisco
8. Bangkok
9. Cape Town
10. Istanbul
11. Melbourne
12. Hong Kong
It goes all the way through to no. 200, but I won't bore you.
I agree with the first three, in that order. Other than that I've only been to 7 cities on the list so can't really comment.
Also just had to throw in 11 & 12 because they are 2 of my favourite cities also.
