Cities where I have been,
Mumbai,India: People are friendly and helpful.
Newcastle upon Tyne, UK : Same here people here are also very polished in their language.
London, UK: Again, people are friendly and helpful.

Haha. If you're into the stereotypical hip hop image and lifestyle or a wanna be beach party person. I think the area attracts way too many tourists and people trying to make a buck off tourists. I wouldn't call it a real social environment, and it can feel a bit dangerous. So, if the young beach crowd is where you feel comfortable, I'd suggest maybe San Diego.

Tokyo is a mixed. People can be extremely serious in the work place and when traveling to and from work. Maybe when they're out socializing, you'll find friendlier people, but also obnoxious *******s as well. Even in Tokyo people say this about Tokyo-ites, and many believe Osaka people are friendly and outgoing, but not sure how true it is. The exception is shopping for goods, but the polite behavior you see is sooo programmed, it's maddening. You notice this after you live here for awhile.

In my experience as a tourist (not a resident), both Ottawa and Montreal were very positive experiences for me. People went out of their way to help me find places, nobody acted snooty or like I was bothering them. In Quebec, even with my horrible limited French, the Québécois were very accommodating and helpful (I would attempt to start in French rather than English, then they would speak English to me). I took my kids to a neighborhood playground one day and my wife and I struck up easy conversations with other parents.

haha...i'm not so sure about SINGAPORE! strangers always give me weird looks when i smile at them or try to make small talk...or offer to help them with something.

but singaporeans may be nice to you when you are a foreigner. it's reverse discrimination over there.

i find the thais more friendly people....or the malaysians.
